He also painted spirited genre scenes, which by their quality, content and quantity distinguish him as one of the first Italian painters of high standing to devote serious attention to the depiction of contemporary life. (February 22, 1891 - July 9, 1975) was born in the Martinsburg, West Virginia. He graduated from the United States Naval Academy in 1912. He received the Medal of Honor for actions at the United States occupation of Veracruz, 1914. Frazer was a World War I veteran.
